CLIMATE CHANGE

HOUSING GREEN PAPER
On 23 July 2007, the Government published a wide ranging consultation paper outlining its plans for delivering more homes, more social housing and greener development. Confirming Prime Minister Gordon Brown's statement on the 2007-08 legislative programme, a new Housing Bill will put in place measures to increase housing supply and to ensure the delivery of 3 million new homes by 2020. WINCHESTER LDF
Winchester City Council has begun preparing its Local Development Framework (LDF), a portfolio of planning policy documents that will guide development across the District over the next 20 years.

South East Plan
The Panel's report on the draft South East Plan has now been published. The Panel found "no substantive evidence of any overriding constraints to an uplift in housing provision" in Winchester and conversely that the economic case for an increase "is convincing". Accordingly, the report recommends an increase of nearly 50% in the housing provision to 5,500 dwellings for that part of Winchester District beyond the South Hampshire sub-region.
The report further advises that if a greenfield site is required to meet this provision then a location on the northern side of the city would be preferable to one to the south.

Judicial Review
CALA has challenged the Secretary of State's decision to dismiss the appeal on its planning application last year and has been granted a court hearing.
A date for the hearing in the High Court has been set for 10th-11th December.
